Three letters: CBQ
If you install the shapcfg package in RedHat or Mandrake, or the shaper 
package in Debian-unstable, there is a script there, usually /sbin/cbq
It uses iproute2 to do exactly what you describe.
The link to it is ftp://ftp.equinox.gu.net/pub/linux/cbq/cbq.init
if you don't have it yet in a package.
It's originally for 2.2.xx kernels.. don't know if it works for 2.4.x. YMMV.
