ofcourse upgrading to this new distros releases is not
really necessary :) if the old fits you well why
upgrade?

clean sweeping/reinstalling is okay pag laruan lang
yung box or for development( testing purposes )


but this is the last option or even not an option on
production servers..
for the question of upgrade or build ( i hope you mean
build from scratch (reinstall) ) for production
servers i should say upgrade if it is only needed and
build (reinstall) make it a last option or a not an
option..
