No it is not something hilarious.

Microsoft has always been in cahoots with Intel, and now, with many hardware 
vendor to make sure that new software released by Microsoft, Operating systems 
mostly but not limited to it, will not work with hardware, typically more than 
3 years old.  The reason being?  Microsoft forces people to upgrade their 
software and operating system.  Therefore, by upgrading, people will 
eventually find out that their old hardware no longer works.  Therefore these 
people are forced to buy new hardware -- what's a $100 worth of equipment over 
$600 or more worth of software?...

20 years ago, hardware takes 80% of the cost.  Now it's the other way around.  
More intelligent software?...I seriously doubt it...more like more bugs...
