thanks to all who replied.
i did not try the text browsers because, although perhaps
i could use them (heh, maybe not, except for scripting,
i've gotten used to graphical browsers), my users just
would not.

i didn't have /etc/operarc.fixed, so i have no idea how that might
help. instead, i went and did something ugly na lang (i was
reminded by something that someone else on this list used to do to
Doom and Wolfenstein save file games, back when we didn't know
the cheat codes and had access only to compilers and hex editors :).
sed -e s/javascript/java_cript/g /usr/bin/opera > /usr/bin/opera2
mv /usr/bin/opera2 /usr/bin/opera
works with the little testing i've done. it's not really secure
since a knowledgeable user would be able to get around this (haven't
gotten around to securing the box against *local* users who really
want to get around things), but it's sufficient for now. and if a
local user is ingenious enough to figure out the obvious hacks, then
i won't mind. if anything, i'll be happy, since i'll have identified
someone who, when they graduate, might be worth hiring for a
programming job.
heh, by editing the binary, i've probably violated the license.
certainly i've violated the DMCA :). or maybe not. maybe those
norwegians are much more relaxed about their copyright as long as
we don't mess with that advertising screen in the top right :).
