Teleglobe Philippines customers are connected either to Canada (
Burnaby.teleglobe.net) is the name in the traceroutes), 
One Wilshire (LosAngeles.teleglobe.net), or their POP colo'd inside
Bayantel (Quezon.teleglobe.net).  

In the last case, I don't know how much backhaul they have from US-QC.  
AFAIK they are the only North American carrier with an IP POP locally.

As for UUNET, the only IP POP I can recall in use for PH is Sacramento.
(SAC1.alter.net).

(Damn I spend too much time on IP trivia...)
