I don't think you can restrict access to su, since if the person knows the
target user's password he can use su. Or if he's root without having to
know the password.
sudo is great, though. the sudoers(5) manpage should help you out with
your customization of the /etc/sudoers file. It's very straightforward,
and I'm sure you will find good use for it. You can not only restrict who
can be sudo, but who he/she can pretend to be, and what can be run. :)
