I've found this suggestions on PH Borland User group..(thanks to mio)
try this..

The problem could be caused by a bad truetype font. Do
you have installed any Windows tt-fonts? Try to remove
them, there is probably a bad font and that causes the
font matrix generation to stuck.
Another thing you can try out is to change the order
of the font search path (its done in XF86Config or in
your tt-fontserver). Try to add the tt-fonts at the
end of the list.

when reviewing Kylix for "Elektronik", we suffered
from the same problem and had to revert to kernel
2.2.x (pentium optimized version) with SuSE 7.2; this
works.

Fortunately, we've discovered that if you simply close
the 'generating font matrix' dialog box and wait for a
while, Kylix starts up successfully. It only needs to
do this once - starting Kylix after this will display
the splash screen straight away.

Rename kylix/bin/Transdlg to kylix/bin/Transdlg.old
and startkylix again.
