It's not silly, actually, and was discussed (lightly) here before when I
started selling Linux distributions and BSDs.

The OpenBSD project survives on revenues from the likes of boxed CD set
sales. As such there are no official ISOs for download. You are free to
download the packages, but not an ISO. There are unofficial ISOs
available, though, but they all mention that the project needs the
monetary support of CD sales and as such the use of those unofficial ISOs
are discouraged (or something to that effect). :)
