I have an idea for a clean way of having "special mentions." How about
permitting connections from all IP's in:
http://www.internet.org.ph/ph-isp/ph-ip.txt
These will permit Philippine IP's, and I think they don't send *that* much
spam.
A problem with ORBL - what if the open relay input shuts down, how can I
take my server out? How will ORBL test the old IP?
