OT [plug] allocate bandwith RSVP Qos

We have a congested bandwidth connection. We are loosing emails with large attachment and we want to allocte certain bandwidth to mail transactions or limit other ransactions?   How can this be done? What do i need?     If you could point me to such relevant articles is greatly appreciated.
