It came with the courier-maildrop Debian package.

Whoops, I don't know. Perhaps Eric (Pareja) will answer this one since he's 
maintaining the UP Manila mirrors (if there is a local kernel mirror there). I'm just 
wondering, though: are you netographically close to UP Manila, anyway? A traceroute to 
www.upm.edu.ph shows me that they're still using the PHNet link for "outbound" from UP 
Manila. "inbound" to UP Manila uses their ETPI IDS, though (which also gets saturated 
sa dami ng mga gumagamit ng Internet sa UP Manila).
