The Familiar Linux distribution will run any normal Linux app, even X ones. Just cross-compile. So to get started, all you have to do is get the hang of programming for a tiny screen - around 320x240 or something like that - and a small memory. Python seems to be pretty popular, too. That aside, you can check out Transvirtual's PocketLinux, a Java/Linux-based environment. Pretty nifty and could use some work.
