You could check out LaTeX, this awesome tool for typesetting. Pretty
fun. LaTeX produces dvi files from tex (marked-up text files), and
there's a tool - dvipdf - that converts those to PDF.

SGML probably has similar tools. =)

Actually, check out Freshmeat - you might find a nice converter there
for whatever file format you're starting with.
