The group here in Nashville met monthly for about two years before
becoming an official organization.  We were lucky to have some good
contacts at a university here in town (Vanderbilt) and were able to make
use of a very nice theatre-style lecture room in their medical school.
We had to give that space up a year ago and move to another school here
in town.

ready to host monthly meetings.  The biggest challenge is having a good
speaker each month, finding topics, etc.  It's easy for a year or two,
but after that you start to repeat stuff (I've done two Apache and three
Samba presentations in the past 2.5 years).

If you like, I can give you pointers here and there about doing this,
but there is a lot of it that will be different in Manila, if for no
other reason than the fact that the Metro area is much larger than
Nashville.
