i'm not sure if what you meant by ineffective is that 'it doesn't work' or it 
works but you simply want to automate the configuration of your browser to 
use the ms proxy server in your network.

what i know of mspclient (ms proxy client) is that it's used on workstations 
without tcpip - it uses the ipx protocol to communicate with the ms proxy 
server. so if your proxy server does not have an internal ip because it is 
configured to serve mspclients only using ipx, there's no way for you to use 
it out of a linux box.
