It is too early to pass judgement at this time. However, let me share the
following:

1.  Keep in mind that I used to work for Lockheed Martin on the FY-22
Stealth Fighter project and I kept in touch with the company since I left.
2.  Awarding a "mission critical" component of a highly classified
$200billion next-generation project to a non-NATO country is a problem as
far as the U.S. DOD and Lockheed Martin are concerned, particularly after
September 11, 2001. Also, keep in mind that the Philippines is not exactly
favored for this type of projects given the track record in software piracy
and money laundering. Non-mission critical component is a different matter,
however.
3.  Even if the story is accurate,  I am surprised about the announcement.
Where I came from and for this type of project, one needs several levels of
approval (all the way to the DOD and Colin Powell) before anything of this
magnitude is announced. Moreover, when there is an announcement, the
announcement is normally made at a very senior level like a CEO. There
appears to be a major breach of protocols here.
4.  Given what happened, I will not be surprised that SuSE Labs is in big
trouble with Lockheed Martin and Lockheed Martin is in big trouble with the
DOD.
5.  Hoax or not, somebody is in big trouble here. The bigger problem here
assuming that the story is accurate is - chances are, this portion of the
project will not  be done in the Philippines. This is another case why we
should embark on a massive "cultural re-engineering" effort.
