dialup server or router (if leased line or other non-dialup) has an
encrypted tunnel to the FTP server?  default route to the FTP server
is through the encrypted tunnel.  that way, anyone who is connected
to the dialup server or router who tries to FTP will go through the 
tunnel.  no plaintext anywhere except on the phone line between their
home/office and the dialup server (or the leased line from their site
to your router).  this only works if their FTP server is under your 
control (e.g., hosted overseas but owned by your ISP).  if they 
want to transmit plaintext passwords to their own FTP servers 
overseas, they deserve what they get if they don't listen to your
warnings.

for leased line clients, not sure what encrypted tunnel protocols
CISCO (or whatever your router is) can handle that the FTP server
can handle.

i've been kicking that idea around for a while now.  haven't gotten
around to implementing it yet.  maybe RSN :).
