It is a very neat solution, indeed, with an awesome explanation to boot. Wow! I don't think you were able to read Butch Landingin's solution, though, which is very similar. He used a binary tree and postfix, with the terminal leaf nodes as the 9 9s, and the internal nodes as operators, like your friend did. He used Python instead of Perl, though. Butch posted his answer to the problem (without the source code, though, which you have to ask him personally for if you want it) in the PLUG-Misc mailing list on November 30. Then there's the PH Linux Newbie list which is for newbie questions (ie: friendly no-flames zone ... except it still gets some flamewars). Then there's the PLUG-Misc list, which is like an "Anything Goes" we had in the BBSing days. Actually, the PLUG-Misc mailing list started out as a venue to talk about Sacha Chua, who most of the list seem to be very fond of. Except calling it PLUG-Sacha would have been a little out of whack, hence PLUG-Misc.
