UUCP is used by clients who pay a relatively small amount of basically 
unlimited batched email over dialup.  Unfortunately that is not commercially
popular anymore.

It's a bit hairy to setup since you need to configure Taylor UUCP, and
your MTA to work with it.  I only have done it under sendmail, though 
Postfix is supposed to work.  I don't know about qmail, and exim omitted
the possibility of non-SMTP mail transmission by design.

To run a free mail service for Linux over UUCP, you'd need at least dialin
line, ala BBS, and some sort of Internet connection, like a leased line
or broadband.  If anyone wants to do it I'd lend a hand :)
