Semaphore is a synchronization primitive which has an associated counter that when reaches zero (0), the next thread that acquires ownership of the object will lock until another thread releases its ownership. The exception might have been caused by an expiration in trying to acquire ownership (e.g. blocked for a long time) of the semaphore. Semaphores are used NOT only in the kernel but in software that requires the type synchronization.
