Thank you for your initial feedbacks. It ceratinly provided ideas on how we can propose a system that will answer the email needs of small offices that have very limited resources. Pooling whatever financial resources and technical people (a consortium type) that they have could be one approach. Another is to have a Data Center host their (consortium)equipments and co-manage the system.
Another obstacle would be their geographical location. MetroManila and other nearby places would pose minimal problems for communication lines. But when it comes to provincial offices, there you'll encounter real headaches with phone lines unless the location happens to be situated within the newly installed digital lines of telcos.
