Well, In my experience to those kind of scenario, some of your employees or managers will complain why they can't use their favorite downloader apps. They can justify that some of the information they get from kazzaa and morpheus may be important to them. I think the best solution you can give is to put a traffic shaper on your router. I used FreeBSD as my router loaded with ipfw w/ dummynet for traffic shaping & ipfilter for firewall and nat (man ipfw, man ipf, man dummynet). Or you can use shaperd http://freshmeat.net/redir/shaperd/13171/url_homepage/ or rshaper http://freshmeat.net/redir/rshaper/9135/url_homepage/ to solved the bottle-neck on you Internet connexion.
