Jeffrey, 1. Take the SM Fairview/Lagro FX or bus from Taft Avenue, Espa�a or Quezon Avenue. 2. Get off at the Jollibee-Philcoa store (there's also Mcdo, Goldilocks, Mercury Drug nearby). There is a pedestrian overpass near it and at the other side of Marcos/Commonwealth Avenue is DBP-Philcoa. 3. At the back of the Jollibee-Philcoa store, there is a jeepney terminal for the UP-Philcoa route. Fare is P4.00. Tell the driver that you are getting off at the Engineering Building. NEC is between the Engineering building and Melchor Hall (College of Law).
OR Take the jeep with the route UP-Pantranco coming from Quezon Avenue. Their terminal is in front of Jollibee-Pantranco along Quezon Avenue. That will take you direct to UP Campus.
