If your program will have access to environment variables, the LOGNAME
environment variable normally contains this bit of information.

I'm curious, though: how do you expect your program to have access to
per-user environment variables if Sendmail will be calling this program?
Perhaps you may want to let us in on exactly what you want to achieve with
this program of yours. There may be a more elegant and tested way around
it.
