of course it can. :)  Cisco's CTI solution is already "java-enabled", iirc
Avaya's solution is too.  There's also a lot of vendors out there who are
selling java-based mission critical solutions, Bea is one of them.  I'm
assuming you're considering J2EE (since it's got to be mission critical),
you might want to take a look at JBoss (http://www.jboss.org).  It's a J2EE
appserver (EJB container, etc) and it's also open source, you can use it for
your project.
