According to Cisco, the implementation of HDLC is not standardized, each company has their own implementation of the HDLC protocol and PPP should be instead used for heterogenous network.  I am not sure if it is still true til now.

actually HDLC is a standard (much older than PPP i believe).  it's
usually
used on synchronous point-to-point hardwired links (such as leased
lines)
where other advanced features of PPP arent really needed (like
link authentication or IP address/parameter negotiation).  so if it's a
leased line, HDLC is the simpler choice for connectivity and
troubleshooting (because the telco always supports it). and linux
supports HDLC too in case you want to replace your cisco routers.
