what were you trying to do? start squid via 
'service squid start'
'/etc/rc.d/init.d/squid start'
'squid -NsY'

or were you trying to create the cache directories?
'squid -z'

in any case, try checking the permission of the cache
directories you created. they must be owned by the 
squid user. in redhat systems, they squid user and
group is squid:squid.
