What kind of card do you have? I haven't bothered trying to force-speed for so long, but if I recall correctly, that's driver level. I remember you can pass arguments to the module/kernel to tell the card at what speed/mode to operate. I'm not sure if you can do this through ifconfig directly. The TxQueueLen parameter only adjusts the buffer/queue, and not the speed directly.
