i test it like this, i did not include my ip in the squidGuard.conf w/c i fall as a 
default user, in the config, i set the default user as "nothing to surf" and will 
redirect to a site. 

squidGuard.conf
..
..
..

default {
        pass none
        redirect http://www.website.com }

then i run

/squid_directory/squid -k reconfigure

and try to surf, you should be directed to that site.
