I suggest you people contact the region X NEDA office and look for Bert
Mugot.  He's in charge of the Northern Mindanao Information Network
(NORMINET) Project.  The project's 2 servers (Linux-based of course) are
co-located at our data center (for free).  I'm sure they won't mind putting
up your ISO's.  We cap their external access at 128Kbps (64Kbps for each
server) which should be pretty decent enough for others to try downloading
it.  Local access (those connected to our network), however, are uncapped
which should help you distribute the ISO quickly to local government offices
(they are connected via cable modem).
