U can used sudo if you want to give an access for that only files or
executable files like editor, emacs, pico or nano.... edit /etc/sudoers
     username     ALL =(root) /usr/sbin/pico or emacs
     username     ALL = (root) /usr/local/tomcat/webapps
or make a command alias...
