When I had to implement IP aliasing awhile back I didn't ask and read
Debian's interfaces(5) manual page, which pointed me to simply using
interface names like eth0:0 for the aliases. This has allowed me to have
the IP alias interfaces loaded on startup like the rest of the "standard"
network interfaces, or on-demand via ifup/ifdown.
