for 2d rendering/window management you shouldn't need all those MB's, but for 3d apps (games!) it is practically essential, the graphics card serves as a coprocessor where the textures, vertices of the 3d world are loaded, so the more MB's you have the better.
also, the size of your monitor has no direct relation to the amount of memory on your graphics card. generally the more memory you have the higher the resolutions and depth you can get, imagine having a desktop of 1280x1024 on a 14" screen! Compare that with the same resolution on a 17" screen...
