Proxy servers should be fast on disk and I/O first, then on memory and CPU
second.  Suggestion:

Promise Fasttrack 100TX IDE controller running JBOD (just a bunch of disks)
1 x 20GB 5400 RPM IDE drive connected to mainboard (for OS)
2 x 80GB UDMA 100, 7200RPM IDE Hard disks, each one connected to a single
IDE bus on the promise controller
512MB RAM
Athlon/Duron 800++Mhz (AMDs give more bang/megahertz!)

squid can control everything but content.  For content filtering, you need
to use dansguardian, which is much better than squidGuard.

With the exception of Mozcom, only Telcos can provide DSL, not ISPs.

There are PCI boards available (cyclades, sangoma) that can talk directly
to a leased line CSU/DSU, so no more need for a cisco!
