I have a Creative DVD drive, not a decoder card.  A plain
DVD drive, the one you can ordinarily buy from normal
computer stores like Villman, is sufficient for playing
AudioCDs, MP3s, VCDs and DVDs.

On boot up, my system reports the presence of the DVD drive
as follows:

hdc: CREATIVEDVD5240E-1, ATAPI CD/DVD-ROM drive
...
hdc: ATAPI 32X DVD-ROM drive, 512kB Cache, DMA
Uniform CD-ROM driver Revision: 3.12

I believe that xine already has deCSS (I am not sure about this),
since I have still to try xine on CDs from different regions, and
I do not have so many of these (they're expensive!).  I only have to
read the documentation that came with xine-0.9.12 (but time is such
a rare commodity) to ascertain that xine is really region-free.
