Ericsson and Nokia have MMS editing software that you can download from
their developer site for free. Now all you need is a Nokia Modem (I don't know
what you need for other handsets) and get a partnership deal with SMART or Globe
to avoid having to purchase those expensive equipment. I would suggest that you
try going to SMART first as according to a friend of mine, they are quite open
to partnerships.

I can't suggest anything that would help
you. You would need an awfully expensive equipment to do what you
wanted. I've been handling SMS (and creating) Systems and i'll be
developing software for the MMS standard also but not for now. The MMS
standard is the only one that can handle pictures, sounds, and file transfer
cellphones.
