depends... if you want all users to be affected by the change then do it in /etc/profile. if you only want your user then do it in ~/.bash_profile (note that if you are using other command line interpreters you will have to consult the corresponding manual).
you could also do it in ~/.bashrc but for system variables it would be better if it is placed in the .bash_profile as it is only loaded during log-in. ciao!
