Winsock and socks are two different things.  Winsock is windows
implementation of tcp sockets, socks is a library which is used to provide
seamless access to the public internet from an private intranet.

What application are you trying to run?  If it truly requires socks, then
you should have a look at 'dante' which is an open source implementation
of the socks library.

But most likely your problem is due to the fact that there are problems
with your masquerading rules.
