are the libsigc++ libraries visible to programs trying to load them?
what does
ldconfig -v | grep libsigc
say?
if libsigc++ doesn't appear in the output of ldconfig -v, then possibly
the library isn't in the list of libraries that ld searches. to fix this,
edit ld.so.conf to include the directory in which libsigc++ is
stored and run ldconfig again.
note: i have not actually used libsigc++ or centericq. all i'm providing
is a generic suggestion. i have a libsigc-1.0.so.0.0.0 on my box,
but that probably isn't what you need.

yeah, and that's a possibility too. i'm too lazy to ask google.
what does centericq do? and while i'm asking, what universal
IM client do people use? i've not had much luck with
universal IM clients, i've seen too much instability, and
crashing and i'm just avoiding universal clients in general.
