so if a pc-server is standing vertically, i.e.,

TOP
pci1
pci2
pci3 -- nic2
pci4 -- nic1
BOTTOM


nic2 will be eth0 and nic1 will be eth1...  right?

It really all depends on the way the driver is written -- which means
that different drivers probably have different heuristics. Most often
(for PCI-type ethernet devices), device numbers seem to be assigned
first to the lowest-numbered PCI devices.
