I wonder if another interpretation of this, maybe on the not so heartening side, is... "Although there are many people from so many different backgrounds getting interested in coding for Linux, and although quite a number sent their resumes and interviewed, none or few measured up, and we unfortunately have to turn all or most down otherwise we would have to spend more time doing education rather than getting the real work done. In other words, either the supply is low and hard to find (how long now have you been looking?), or there is supply but the quality is low, and what few good ones there might be already seem to have jobs..."
