I only realized this some months ago as to why UP as well as other colleges and universities do not usually teach a specific OS implementation in an operating systems course - a wholistic approach on the subject of operating systems is aimed instead of mainly sticking to a particular OS for study. Granted that there are a great many topics in OS theory, as well as their implementations in a multitude of operating systems, it's quite more advantageous for an academician to stick in teaching theory, then show some sample implementations in the laboratory for some concrete evidence of how theory is practiced. This is perhaps the reason why we aren't taught extensively in using a particular OS's API (there are too many of them, and usually each class of OS has its own API, be it POSIX, Win32, etc...) but rather we stick on the underlying concepts, as much as CS students aren't usually taught to use only one or two programming languages (though usually we start by learning the intricacies of a particular PL to start - in UP's case it's C) or libraries in their academic career. The academe (ideally) isn't a ground for teaching a particular popular platform or language - rather it's a training and breeding ground for ideas and learning the concepts.
