Well, yes.  No more, no less.

That is, a Linux kernel can see your ATA ("IDE") hard drives if it includes
(1) generic ATA hard drive support and (2) a driver for your ATA chipset.
It can see your SCSI hard drives if it includes (2) generic SCSI hard
drive support and (2) a driver for your SCSI chipset.

Common SCSI chipsets intended for use with hard drives should pose no
problems.  Ones that are very new, very obscure, or made cheaply for use
with scanners and similar devices will create some challenges.
