My copy of urpmi(8) says :

SYNOPSIS
urpmi [options] [package_names | rpm_files...]

DESCRIPTION
urpmi authorizes well-known rpms (or rpm files) to be installed
including all their depen�dencies.


Read _rpm_files_.

BTW, did you know that 'urpmf' can find which package provides 'perl.h'?

$ urpmf '\bperl\.h\b'
perl-devel:/usr/lib/perl5/5.6.1/i386-linux/CORE/perl.h
