Windows 9x is a GUI layer put on top of a souped up DOS, but NT, 2K and XP are 'real' OS kernels built from the ground up
to compete with Unix. Cheez, where does Cringely get off not knowing something as basic as that...

He was on the assumption that NT can be run on pure CLI
(after being divested of the GUI), that the desktop environment
can be safely neutered from the main Windows operating system.

If I remember right, the Win32 API itself is an abstraction of
the Native APIs (after working with some undocumented APIs from
NT and 9x series, I'm not at all surprised).
