Depends on the "reader" or "viewer" you intend to deploy on the Palm.
I highly recommend Plucker. http://www.plkr.org

I use it in conjunction with sitescooper (http://www.sitescooper.org)
to keep some tech, news and comics sites with me when I'm on the road.
I also use it to convert HTML e-books or manuals/guides.

I prefer it over PalmDOC format readers because it does graphics and
uses compressed formats that are significantly more efficient than
PalmDOC documents.
