This depends if you were given an IP block by your ISP and
they're willing to route for that network through the 2
cable connections.

If not, you can always use service load-balancing where services
(SMTP, DNS, HTTP, etc.) are distributed on the 2 connections.

BTW, if you consider reliable connectivity, better get the 2nd
account from another provider which is on a different upstream
network from the 1st.  This way, when one goes down, you're not
totally disconnected from the internet.
