I also remember, you can also specify your external ip in /etc/ftpaccess (look for the option "passive address" in manpages). You could force your passive address to the router's external IP this way. You put this config on the internal machine. I suspect you have a problem with passive mode ftp. (I mean if all else nat method fails on the masq box).
