yes as what RFC 1812 (Requirements for IP Version 4 Routers) says especially
on martian address filtering (section 5.3.7) but for RFC 1918 (Address
Allocation for Private Internets), you may drop this packet between network
enterprises but you may legally route this packet within your network
enterprise as what section 2 category 1 stated...
