Maybe Red Hat's feeling a bit afraid of Mandrake gaining on the desktop, so 
they decided to match the release number to emphasize "competitive 
comparisons" (like the Intel vs. AMD megahertz rating controversy).

It may also be due to a newbie's psychological mindset. People who are new to 
Linux "tend" to think that distros with lesser release numbers are inferior 
to distros with higher version numbers. For example, newbies tend to unjustly 
think that Mandrake 9.0 is more advanced than Red Hat 8.0 or SUSE 8.0.
